Pattern 17 · Places & Infrastructure
Digital Root System
Community-led broadband as the backbone for modern rural life.
Addresses: Infrastructure Decay, Isolation, Economic Stagnation
Problem
Slow, expensive, or absent internet access cuts rural communities off from jobs, education, healthcare, and civic participation.
Context
Commercial providers often skip rural areas. Without reliable broadband, remote work, online learning, and telemedicine remain out of reach—deepening the urban-rural divide.
Solution
Build community-owned or cooperative broadband networks that prioritize local needs over shareholder returns. Combine public investment, local leadership, and appropriate technology.
Implementation
- Form a broadband coalition with residents, businesses, and local government
- Conduct a community needs assessment and feasibility study
- Explore fiber, fixed wireless, or hybrid models based on geography and budget
- Secure funding through federal/state grants, bonds, or cooperative membership
Examples
- Tennessee: Electric co-ops building fiber networks across rural counties
- Colorado: Towns bonding together to build regional fiber infrastructure
- Minnesota: Community-owned wireless ISPs serving remote areas
