Pattern 34 · Governance & Capacity
Local Capacity Backbone
Shared infrastructure for coordination, admin, and follow-through.
Addresses: Institutional Breakdown, Civic Apathy, Lack of Vision
Problem
Good ideas die from lack of follow-through. Volunteers burn out. Nobody handles the unglamorous work: scheduling, notes, tracking, reporting, coordination.
Context
Rural communities run on volunteer energy—but without administrative backbone, initiatives stall. People want to help but don't have time to run the logistics.
Solution
Build shared capacity infrastructure: a small backbone team or organization that provides coordination, grant management, communications, data tracking, and administrative support across multiple community efforts.
Implementation
- Hire or fund 1-2 backbone coordinators serving multiple initiatives
- Provide shared services: meeting facilitation, note-taking, grant writing, reporting
- Use simple project management tools to track commitments and progress
- Host regular cross-initiative gatherings to share learning and coordinate calendars
Examples
- Collective Impact initiatives with dedicated backbone staff supporting coalitions
- Rural community foundations providing administrative home for grassroots efforts
- AmeriCorps VISTA members serving as capacity builders for multiple local groups
