North Central Kansas
North Central Regional Planning Commission (NCRPC), Beloit, Kansas
Problem
Grant opportunities exist, but small organizations lack staff to research, write proposals, and manage compliance. Capacity gaps lock out rural communities from funding.
Solution
NCRPC is a regional planning and development organization in Beloit serving 12 counties, 83 cities and about 134,000 people in North Central Kansas. Its 2024 annual report states it supported over 35 entities with funding applications and management, had about 65 projects in its pipeline, administered an EDA CARES Act revolving loan fund that had disbursed $1,301,000 to 19 businesses, ran a housing initiative with the Dane G. Hansen Foundation (70 rehabs/57 demolitions in year one, 87/55 in year two), and served as fiscal agent for six Regional Homeland Security Councils. Nearly every number in the book comes from that report; the outcome figures are NCRPC's own.
